le realise the possibilities but consider that we must accept the risks.

2. Te do not intend to shelve the question until after the war but will be willing to initiate negotiations when the military tide has turned against Japan.

3. In the meantime we are trying to secure a professional registrar for the Supreme Court but in order to avoid identifying his appointment too closely with the extraterritorial system we propose to call him legal adviser to the Embassy. We shall make it clear that he is expected to assist in the ordinary work of the Embassy when not engaged in legal duties.
